This works on wire fencing. I have seen people twist the wire to take up a lot of slack but I think that weakens the wire. It may be faster but by just putting multiple slight bends you create a shock absorber effect and essentially make the wire shorter so that increases tension.
If the fence is really slack it is better to use a come along and re- tighten the loose strand.
I don’t like barbed wire fencing , but this works on just twisted wire or no climb fencing as well.
