In NYC when you owe outstanding parking fines they slap these new boots on your car. You call an 800 number pay the fine and they give you a code to enter to unlock the boot. You then take it in to a collection facility. In five minutes or less you can remove a boot from your vehicle.
update 2016:This video is a little dated. Because everyone is now removing the boots these guys have adapted and made changes to the screws and security. So this video doesnt really apply. There are other methods. Text for more info.
